Work Permit Application Process
Navigating the work permit process for domestic helpers in Singapore involves several critical steps, and it can feel complex given the various requirements for different scenarios, whether hiring a new helper, transferring an existing helper, or handling renewals and cancellations.
For New helpers, the process typically begins with validating their qualifications and eligibility, gathering the necessary documents (including health check-ups and insurance), and applying through the MOM’s online portal. Once the In-Principle Approval (IPA) is issued, the helper is cleared to travel to Singapore and complete a Settling-In Programme (SIP), where they receive orientation on living and working safely in Singapore.
For transfer helpers, the application process is often more streamlined. Transfer helpers already in Singapore have valuable experience with local culture and regulations, often leading to a smoother hiring process. This transfer process includes essential steps such as mutual agreement on transfer terms, employer verification, and MOM’s approval, all of which ensure that the helper’s transition aligns with Singapore's employment policies.
New Helper Work Permit Application
When hiring a domestic helper new to Singapore, a work permit is required for legal employment. This application process involves several key steps:
- Eligibility Check: Before applying, verify that the helper meets Singapore’s Ministry of Manpower (MOM) requirements, including minimum age, nationality, and employment history.
- Document Submission: Collect necessary documents like the helper’s passport, medical exam results, and proof of insurance. MOM requires comprehensive documentation to process a new helper’s work permit.
- Work Permit Application: Submit the work permit application through MOM’s online portal. This includes filling out personal information, declaring salary, and outlining living arrangements.
- Approval and In-Principle Approval (IPA): Once submitted, MOM reviews the application. Upon approval, an IPA letter is issued, allowing the helper to travel to Singapore and complete formalities.
- Settling-In Programme (SIP): For first-time helpers, attendance at the SIP is mandatory. This training covers crucial topics on living and working safely in Singapore.
- Final Work Permit Issuance: After successful completion of all requirements, MOM will issue the work permit, which is typically valid for two years.
Transfer Helper Work Permit Application
If you’re hiring a transfer helper (a helper currently employed in Singapore but seeking new employment), the application process is streamlined compared to hiring a new helper.
- Transfer Agreement: Discuss and finalize transfer terms between the current and prospective employer, including the helper’s notice period and any remaining obligations with the current employer.
- Employer Verification: Both the current and new employer need to ensure they meet MOM’s eligibility requirements and confirm the helper’s readiness for a new position.
- Transfer Work Permit Application: The new employer applies for the helper’s transfer work permit through MOM’s online system, specifying details of the arrangement.
- Approval Process: MOM reviews the application, taking into account the helper’s employment history and the new employer’s readiness. If approved, MOM issues an IPA for the transfer.
- Handover Process: The new employer finalizes arrangements with the current employer, completing the transfer as per MOM regulations. The helper then begins work with the new employer under a valid work permit.
Work Permit Renewal
The work permit for a domestic helper is valid for two years, after which it requires renewal if the employment is to continue. This process must be initiated before the permit’s expiration date.
- Pre-Renewal Checks: Ensure that the helper has completed her bi-annual medical check-ups, and verify that the helper’s passport is valid for at least six months.
- Application Submission: Apply for renewal through MOM’s portal, which requires updated information on salary, insurance, and any changes in living arrangements.
- Approval and Issuance: Upon MOM approval, a renewed work permit is issued, extending the helper’s legal employment status for another two years.
Work Permit Cancellation
When a helper’s employment ends, it’s essential to cancel the work permit promptly to comply with MOM regulations.
- Notification and Timeline: The work permit must be canceled within seven days of the helper’s last day of employment.
- Final Arrangements: Arrange for the helper’s repatriation or facilitate her transfer if she has secured new employment.
- Permit Cancellation Submission: Cancel the work permit through MOM’s portal, and settle any last salary or outstanding payments. The helper is given a short-term stay permit allowing her to finalize departure arrangements.
